Energy Assistance for Rhode Islanders

Low Income Home Energy Assistance Program (LIHEAP) Accepting Applications

The Rhode Island Low Income Home Energy Assistance Program (LIHEAP) helps keep individuals and families warm in the cold weather months. The program is designed to assist renters & homeowners reduce the cost of heating bills via grants received. 

In addition - the program offers The Weatherization Assistance Program (WAP) to help families reduce heating bills by providing whole-house energy efficiency services to households that qualify for LIHEAP.

Both Programs are overseen by The Department of Human Resources and administered by Community Action Program (CAP) Agencies throughout the state. More Details

Low Income Household Water Assistance Program (LIHWAP)

Funded by the American Rescue Plan Act (ARPA), this program helps eligible households and families with water bills.

You may be eligible if: 

  • Need assistance paying your current water or wastewater bill
  • Have past-due bills for water or wastewater services
  • Received a notice indicating termination of water or wastewater services as part of a tax sale;
  • Have had your water service disconnected
